International experience

The preparatory process for United Nations Conference on Environment and Development (UNCED) provided me with my first experience of the UN system. In 1990, the UN Secretary-General appointed me Chairman of the United Nations High-Level Group of Experts for Energy, Environment and Development, as part of the preparatory process for the United Nations Conference on Environment and Development in Rio in 1992.

I was elected Chairman, UN Economic Commission for Europe’s Energy Efficiency 2000 project, Geneva, 1992-94.  I was elected also Vice Chairman, United Nations Committee on New and Renewable Sources of Energy and Energy for Development, 1993-1995.

From 1993 to 2003, I have been working with the China Council on International Cooperation for Environment and Development (CCICED), chaired first by State Councillor Song Jian, and later by the then Vice Premier Wen Jiabao. The Council consists of some 25 Chinese members (Ministers and Vice-Ministers), and 25 high-level international members. I was International Co-chairman of the Working Group on Energy Strategies and Technologies, which performed studies, organized workshops and demonstration projects, and made recommendations to the Council. From 1997 the CCICED work was complemented with The China Sustainable Energy Project, operated by the Energy Foundation in close cooperation with high offices in China, presently Vice Premier Zeng Peiyen.

In 1994, I was invited to take up the new position as Director, Energy and Atmosphere Programme (EAP) at UNDP Headquarters in New York. In this position, I have developed the UNDP Initiative on Sustainable Energy, now corporate policy, and the corporate UNDP climate change strategy, using energy as an instrument for poverty alleviation and sustainable development. Energy for sustainable development is now a component of UNDP’s work in approximately two-thirds of UNDP programme countries. Training material for UNDP country office staff has been developed, as well as several publications, including a Biomass Primer, reviewing how modernization of biomass energy can contribute to sustainable development; Energy as an Instrument for Socio-Economic Development; Issues and Options for the Clean Development Mechanism; and Promoting development while limiting greenhouse gas emissions – Trends and Baselines. After the publication of Energy after Rio, UNDP was invited by the European Commission to make a study to be used as input in the negotiations of the next round under the Lomé convention. This study Energy as a Tool for Sustainable Development in ACP countries was published in 1999. Several demonstration projects for institutional and technological leapfrogging advancements are underway.

On the side of UNDP’s efforts in support of intergovernmental processes, I initiated in cooperation with UN Department of Social and Economic Affairs (UNDESA) and the World Energy Council (WEC) the World Energy Assessment. This major scientific/technical analysis of energy issues involving over one hundred scientists was presented as an input to the processes leading up to the Ninth meeting of the Commission on Sustainable Development (CSD-9) and World Summit on Sustainable Development (WSSD) in Johannesburg 2002.

During my tenure at UNDP I represented UNDP in various international fora dealing with energy issues, especially energy for poverty alleviation and socio-economic development, and climate change. I attended most meetings of the Conference of the Parties and Subsidiary Bodies under the Framework Convention on Climate Change, as well as meetings of the OECD and the International Energy Agency. I worked with Programme Country Governments to advance energy in their programmes, as an instrument for socio-economic development, and with donor Governments to raise funds for such work

I represented the United Nations Secretary-General at the Sixth Meeting of Energy Ministers, in Cape Town, South Africa. In my personal capacity, I was invited to give an opening presentation to the Plenary on Energy issues at the World Summit on Sustainable Development in Johannesburg, in 2002.

I have worked in advisory bodies to the World Bank, the Global Environment Facility the Wuppertal Institute (Germany), and the International Institute for Applied Systems Analysis, IIASA (Austria). I am Co-Chair of the Global Network on Energy for Sustainable Development (GNESD), a type II partnership facilitated by UNEP at WSSD, now with 20 member research institutions from 20 countries.

I served on the International Steering Committee of the Bonn Renewables 2004 Conference, and was the lead author of the Policy Recommendations adopted by the Conference. I also serve on the International Steering Committee of the Conference Energy for Development, to be held in the Netherlands in December 2004.

Sweden
The major work with the Swedish authorities started with my work in the Secretariate for Future Studies on the Energy and Society study. I served on the Board of the Swedish Nuclear Power Inspectorate for more than ten years, and of the Board of Vattenfall (the Swedish State Power Board), as well as Member of the Government’s Environmental Advisory Council (Miljövårdsberedningen).


Research
My Ph.D. thesis in nuclear physics was entitled Proton-Induced X-ray Emission Analysis (1974). This was the initiation of the development of now widely used method that allows the determination of nano- to picogram quantities of many heavy elements in very small samples. I applied the method to the measurement of metals in the atmosphere, lead in milk teeth, blood and other samples of environment and health interest.

Since the mid-1970’s my research has been on energy. Under the auspices of the Secretariate for Future Studies (then in the Prime Minister’s Office) I was engaged in the Energy and Society study. The final report was entitled Solar versus Nuclear (1978, co-authored with Lönnroth and Steen). The study analyzed the two major long-term alternatives for energy in Sweden in technological, economic, social and institutional dimensions.

The next major effort was published in 1981 entitled Energy – for what and how much? (with Steen and others). This was an analysis of energy efficiency opportunities, especially at the point of end-use. The technological conclusion was that Sweden could double the economy and half the energy use, and that this would not happen under business-as-usual conditions. Policy issues and options were discussed. Both of these major studies were summarized in articles in Science magazine.

Based on the findings of these studies, I created the Global Energy Project, in cooperation with Goldemberg (Brazil), Reddy (India), and Williams (United States) in the early 1980s. This project published work between 1985 and 1988, concluding with the book Energy for a Sustainable World, which inspired the World Commission on Environment and Development, and earned the authors the Volvo Environment Prize in 2000. It also served as a point of departure for the publications Energy after Rio – Prospects and Challenges (1997), and the World Energy Assessment in 2000 and 2004.This was an analysis of how energy links to major issues such as economic growth, poverty alleviation, and environmental protection, and the technological and policy options to make energy developments more compatible with sustainable development. This work has been widely recognized as a seminal piece.

In the mid-80s, I proposed to Vattenfall (the Swedish State Power Board) to organize a major conference on options for the Swedish power system, considering the national referendum on nuclear power and the decision of the Swedish Parliament to phase out nuclear power as well as concerns about emissions and costs. This resulted in the 1989 volume Electricity – Efficient End-Use and New Generation Technologies and Their Planning Implications (co-edited with Bodlund and Williams). This included a joint Vattenfall and Lund University analysis, drawing upon the contributions from all the chapters on supply and energy-efficient end-use technologies. This showed that Sweden had the option to phase out nuclear power by 2010, while at the same time reducing carbon emissions, saving the four undeveloped rivers, reducing other emissions, and reducing the cost per unit of energy service (although not unit of energy cost!), while maintaining steady economic growth.

In preparation for the United Nations Conference on Environment and Development in 1992 I chaired the United Nations High-Level Group of Experts for Energy, Environment and Development that prepared the only comprehensive report on renewable energy for the UNCED preparatory process. The High-Level Group also commissioned the 1993 volume Renewable Energy: Sources for Fuels and Electricity (edited in cooperation with Kelly, Reddy, and Williams), which became known as the “blue bible on renewables”.

I served as a Convening Lead Author for chapter on Energy Supply Mitigation Options in the IPCC Second Assessment Report (1996, with H. Ishitani). This Chapter reviewed the technological options, and created a number of scenarios for low carbon futures.

At UNDP, my major publication is Energy after Rio – Prospects and Challenges (1997, with Reddy and Williams). This work was prepared as an input to the Special Session of the General Assembly in 1997, five years after UNCED. This work reviewed energy links to major global economic, social and environmental issues, and concluded that the world is on an unsustainable path. This was followed by and analysis of technology options for a more sustainable future, energy system scenarios that would meet criteria of sustainable development, and policy issues and options. This publication received major attention by Member States and the academic community.

Following the work with the World Energy Assessment, I edited a volume on Energy for Sustainable Development – A Policy Agenda (with Goldemberg) published for the WSSD preparatory process.

The work in China has focused on the development of energy strategies that meet China’s need for energy services to sustaining economic growth, limiting oil imports, and protecting the environment. Energy futures for China with such characteristics have been identified. The work has been published as special issues of the journal Energy for Sustainable Development. Coal will have to continue to play a central role in China’s energy supply for a long time to come, and the issue is to find ways of doing that compatible with sustainability. The CCICED work resulted in Transforming Coal for Sustainability, in which we identify ways forward on these critical issues


Institutional experiences
In 1968, I started the Environmental Studies Programme at University of Lund, in cooperation with a few colleagues, while being a student at the University. I worked there from 1979 until 1994. In the mid-1980s, this programme became a regular university department with the right to examine Ph.D. students. Starting in 1991, I have guided and examined 12 Ph.D. students.

In 1990, I initiated a non-governmental organization, the International Energy Initiative (IEI), in cooperation with Goldemberg, Reddy, and Williams. The IEI is active in Asia, Africa, and Latin America. IEI publishes the journal Energy for Sustainable Development.

When I joined the UNDP, there was one staff working on energy issues. The group grew to 15 professionals and 8 general service staff, essentially non-core funded, before UNDP decided to reorganize and cut back on staff.

At the International Institute for Industrial Environmental Economics, IIIEE, at Lund University, I am directing an institute with an International Masters programme (~30 students) and a Ph.D. programme (~15 students), with a total Faculty of approx 15 professors from nine countries, and 10 general staff members. The IIIEE is in a transition from more than 90 percent of the funds coming from a dedicated Foundation to more than 70 percent coming through external contracts.


Current activities with the European Union
I have been working with DG Environment on the Johannesburg Renewable Energy Coalition, and I am currently responsible for two major EU projects. IIIEE is coordinating Partner in the EU SAVE project White and Green, and a Partner in the EU Network of Excellence: Overcoming Barriers to Bioenergy.
